Adding padding to a scroll view affects the outside of the component instead of the inside -- effectively like margins.
This can be easily reproduced in the Web Preview by:
  1. Checking disable scrolling/stretch to viewport height on a blank page.
  2. Dragging a scroll view onto the canvas, setting its width and height to 100%.
  3. Adding 10px padding to each side of the scroll view.
  4. Populating the scroll view with enough components to force it into a scrolling mode in the Web Preview.
Opening in the preview, you should see margin-like gaps between the edges of the scroll view and the browser. in the px amount given.
